West Virginia Motor Vehicle/Boat Bill of Sale (Form DMV-7-TR)

A West Virginia motor vehicle/boat bill of sale (Form DMV-7-TR) is a legal document that records a transfer of ownership of a motor vehicle, including trailers, or a boat in the State of West Virginia. This form will identify the buyer and the seller, describe the vehicle changing hands, and name the terms of the transaction. This form is usually required for the state registration process, and must be notarized.

Signing Requirements – The buyer and the seller must sign the document, and it must be notarized.

Odometer Disclosure Statement (Form DMV-TM-1) – Required to be completed in addition to a bill of sale to confirm the mileage of a vehicle. Not required if the vehicle is:

  1. More than 10 years old;
  2. Non-motorized;
  3. The gross weight of the vehicle is 16,000 pounds or more; and
  4. If the West Virginia Certificate of Title was issued after January 1, 1991.

Registering a Vehicle

All motor vehicles owned by West Virginia residents must be registered with the state Division of Motor Vehicles (DMV) to operate on West Virginia roads. For vehicles purchased from a dealership, the dealer will generally submit registration paperwork on the buyer’s behalf. But for sales between private parties, and for people who move to West Virginia with a vehicle titled in another state, the buyer must take affirmative steps to register. The DMV does not specify how soon after purchase a buyer must register a vehicle, but best practice is to do so as soon as possible. Registration may be valid for one or two years, depending on the buyer’s preference and some attributes of the vehicle. Once registered, renewals may be done online.

Registering a Boat

As with motor vehicles, all boats powered by a motor must be registered to operate on West Virginia waters. Boats are also registered with the West Virginia DMV. The DMV does not specify how soon a buyer must register a boat after purchase, but best practice is to do so as soon as possible. Boat registration endures for three (3) years, and may be renewed online.

Required Documents for Boats

  • A bill of sale
  • A completed Application for Certificate of Title of a Motorboat (Form MB-6), unless the boat is already titled in West Virginia
  • If the boat has been previously owned, the existing title signed over to the buyer, or, if never titled or coming from a state that does not title boats, the previous owner’s registration statement
  • For purchases from states that do not title boats, a Hull Number Certification completed by a state police officer
  • For boats with motors greater than three horsepower, payment of all registration fees. Registration fees vary depending on the length and class of boat.
