A Wisconsin gun bill of sale is considered a legal document in the State of Wisconsin that provides proof that the legal sale or trade of a firearm has been transacted. This form will provide information about the seller, the buyer, and the firearm. It can also serve as proof of a legal change of ownership. This form must be notarized.

Privately Selling a Firearm

Anyone who can legally own a firearm in Wisconsin can also sell the gun in a private transaction.

Prohibited from Buying

Wisconsin law prohibits any person from purchasing a firearm if:[1]

  • The person has been convicted of a felony in this state.
  • The person has been convicted of a crime elsewhere that would be a felony if committed in this state.
    • The person has been adjudicated delinquent for an act committed on or after April 21, 1994, that if committed by an adult in this state would be a felony.
  • The person has been found not guilty of a felony in this state by reason of mental disease or defect.
  • The person has been found not guilty of or not responsible for a crime elsewhere that would be a felony in this state by reason of insanity or mental disease, defect or illness.
  • The person has been committed for treatment and is subject to an order not to possess a firearm.[2][3][4][5][6][7]
  • The person is subject to an injunction, or under a tribal injunction issued by a court established by any federally recognized Wisconsin Indian tribe or band, except the Menominee Indian tribe of Wisconsin, that includes notice to the respondent that he or she is subject to the requirements and penalties under this section.[8][9][10][11]
  • The person is otherwise subject to an order not to possess a firearm.[12][13]

Registering a Firearm

Wisconsin law prohibits any state government agency from requiring private firearms owners to formally register their weapons.[14]

Concealed Carry

Any Wisconsin resident is required to have a Concealed Carry Weapons Permit in order to carry a concealed weapon publicly in the state.

How to Apply

The age requirement to carry a concealed firearm in Wisconsin is twenty-one (21).[15]

Step 1 –  Complete a firearm safety training course.[16]

Step 2 – Complete the online application with the Wisconsin Department of Justice.

Reciprocity

Wisconsin recognizes the concealed carry licenses from all states except the following: Maine, New Hampshire, New Jersey, Oregon, and Vermont.[17]
