Washington bill of sale forms allow a buyer to purchase personal property from an individual seeking to sell. It will include the terms of the transaction (i.e. property description, purchase price, date of sale, etc.), and after signing, the sale becomes final. The seller will commonly include title to the property, such as a certificate of title for motor vehicles.
The buyer must hold an original copy of the bill of sale if registration is needed afterward.

 Vehicle or Vessel Bill of Sale – Complete this document to show proof of a legal sale and purchase of a vehicle. The same document may be used for the sale and purchase of a vessel/boat. This form may be required for registration and titling of either.

Vehicle Registration Forms
- A bill of sale
- A Vehicle Title Application, filled out either in the presence of a notary or a state licensing or DOL agent
- If the vehicle is less than ten (10) years old, an odometer disclosure statement; the odometer disclosure statement is not available online, and must be obtained through a licensing office
- Proof of payment of all taxes and registration fees. Vehicle taxes and fees can vary widely in Washington. A fee calculator can be used to get an estimate, but buyers should contact a licensing location to obtain the final amount.
Boat Registration Forms
- A completed Vessel Title Application
- A bill of sale
- If the boat was previously registered in another state, the out-of-state registration
- If the boat was previously titled in another state, the out-of-state title (Note: In Washington, the title usually must be signed over in the presence of a state licensing agent)
- Proof of payment of sales and use taxes
