A Nebraska firearm bill of sale is a document that lays out all of the details pertaining to the sale of a firearm between two (2) parties in Nebraska. This can be used to prove that the sale was legal and that a proper change of ownership was established. It has to be executed in the presence of a notary public.

Privately Selling a Firearm
Any person who can legally purchase and own a firearm in Nebraska can privately sell a firearm.
Prohibited from Buying
Any person, other than a minor or prohibited person, may purchase and carry a firearm in Nebraska with or without a permit. Those wishing to obtain a permit should confer with their county-specific requirements, as they vary from county to county.[1]
Any person who intends to purchase a firearm in Nebraska should:[2]
- Not have been convicted of a felony under the laws of this state or under the laws of any other jurisdiction;
- Not have been convicted of a misdemeanor crime of violence under the laws of this state or under the laws of any other jurisdiction within the ten years immediately preceding the date of application;
- Not have been found in the previous ten years to be a mentally ill and dangerous person under the Nebraska Mental Health Commitment Act or a similar law of another jurisdiction or not be currently adjudged mentally incompetent;
- Have been a resident of this state for at least one hundred eighty days. For purposes of this section, resident does not include an applicant who maintains a residence in another state and claims that residence for voting or tax purposes except as provided in subdivision (b) or (c) of this subdivision;
- If an applicant is a member of the United States Armed Forces, such applicant shall be considered a resident of this state for purposes of this section after he or she has been stationed at a military installation in this state pursuant to permanent duty station orders even though he or she maintains a residence in another state and claims that residence for voting or tax purposes. The spouse of such applicant shall also be considered a resident of this state for purposes of this section, as shall a person receiving the benefits of a spouse of a member of the United States Armed Forces under the law of the United States; or
- If an applicant is a new Nebraska resident and possesses a valid permit to carry a concealed handgun issued by his or her previous state of residence that is recognized by this state,[3] such applicant shall be considered a resident of this state for purposes of this section;
- Not have had a conviction of any law of this state relating to firearms, unlawful use of a weapon, or controlled substances or of any similar laws of another jurisdiction within the ten years preceding the date of application. This subdivision does not apply to any conviction under Chapter 37 or under any similar law of another jurisdiction; and
- Not be on parole, probation, house arrest, or work release.
Registering A Firearm
The state of Nebraska does not have any laws requiring the registration of firearms with the state.
Concealed Carry
A Concealed Handgun Permit is not required to carry a concealed weapon in Nebraska. However, a person may still obtain a permit under the process described below[4][5]
How to Apply
Applicants for Concealed Handgun Permits must be at least twenty-one (21) years old.[2]
Step 1 – Complete a valid handgun safety and training course.[6]
Step 2 – Complete a Concealed Handgun Permit Application.
Step 3 – Attach proof of handgun training and proof of adequate vision.[7]
Step 4 – Submit the application at the nearest State Patrol Headquarters.
Step 5 – Submit fingerprints to the State Patrol and pass a subsequent federal background check.[8]
Step 6 – Pay the application fee.
Step 7 – The State Patrol will approve or deny the application within 45 days of receiving the application.[9]
Reciprocity
Nebraska recognizes the concealed carry permits of all states except the following:[3][10] Alabama, Delaware, Georgia, Indiana, Maryland, Massachusetts, Mississippi, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, and Washington.
