A Louisiana gun bill of sale is a document used to prove the legal sale of a firearm was executed between a dealer and buyer or between two (2) private parties. It includes identifying details about the firearm, buyer, and seller. The form requires the signatures of two (2) witnesses in front of a notary public.

Privately Selling a Firearm
Any private individual who is legally permitted to own a firearm is also permitted to sell a firearm.
Prohibited from Buying
As outlined in state statute: [1]
- It is unlawful for any person who has been convicted of, or has been found not guilty by reason of insanity for, a crime of violence, which is a felony or simple burglary, burglary of a pharmacy, burglary of an inhabited dwelling, unauthorized entry of an inhabited dwelling, felony illegal use of weapons or dangerous instrumentalities, manufacture or possession of a delayed action incendiary device, manufacture or possession of a bomb, or possession of a firearm while in the possession of or during the sale or distribution of a controlled dangerous substance, or any violation of the Uniform Controlled Dangerous Substances Law which is a felony, or any crime which is defined as a sex offense, or any crime defined as an attempt to commit one of the above-enumerated offenses under the laws of this state, or who has been convicted under the laws of any other state or of the United States or of any foreign government or country of a crime which, if committed in this state, would be one of the above-enumerated crimes, to possess a firearm or carry a concealed weapon.[2]
Registering a Firearm
Louisiana does not have a law that requires owners of firearms to register their weapons with the state.
Concealed Carry
If an individual wishes to carry a concealed weapon in Louisiana, they must first obtain a Concealed Handgun Permit from the Louisiana State Police.
How to Apply
A person must be at least twenty-one (21) years old to obtain a Concealed Handgun Permit.
Step 1 – Complete form DPSSP 4645, Concealed Handgun Permit Application.
Step 2 – Attach all required documentation regarding firearms safety training, arrest records, and medical records.
Step 3 – Arrange and submit fingerprints.
Step 4 – Submit the application and all documentation to the Louisiana State Police Concealed Handgun Permit Unit, PO Box 66375, Baton Rouge, LA 70896.
Step 5 – Pay the required filing fee.[3]

Reciprocity
Louisiana recognizes the concealed carry permits of all states that recognize Louisiana’s permit.[4]
The following states do not have reciprocity agreements with Louisiana: California, Delaware, Hawaii, Illinois, Maryland, Massachusetts, New Jersey, New Mexico, New York, Oregon, Rhode Island.
